Amsterdam to introduce container tariff for Inland Harbour Dues

Port of Amsterdam has decided to introduce this container tariff in order to promote container transport for inland vessels. The new option to submit a statement per TEU will be available in addition to the existing options for submitting these statements. Submitting statements per TEU is more economical for vessel operators calling on the Port occasionally and transhipping a small number of containers. For more frequent calls during which larger quantities of containers are transhipped, it is less expensive to choose alternative options, including slips for weeklong stays.

Why a container tariff?

Shipping companies specialising in container transport on inland waterways currently pay Inland Harbour Dues to Port of Amsterdam based on the gross tonnage of their vessel combined with the length of stay they have specified. However, many terminals transport only a small number of containers to Amsterdam for onward shipping to the hinterland. In this case, shipping companies specialising in container transport on inland waterways are not always inclined to call on the Port for these smaller volumes, as they are then required to pay Inland Harbour Dues for the total gross tonnage. This means that, in some cases, containers remain in the Port longer than necessary, resulting in higher costs in the supply chain. In other cases, shippers may decide to transport these containers to the next destination by truck.

In order to eliminate these drawbacks of the current system, Port of Amsterdam will be introducing a new Inland Harbour Dues tariff per TEU on 1 August 2017 in order to encourage operators of container vessels to call on terminals also when transporting smaller numbers of containers. The container tariff will be €2 per TEU, subject to a minimum gross amount of €50. Vessel operators paying the container tariff are subject to a maximum stay of 24 hours, during which time they can call on one or more terminals in Amsterdam.

Shipping companies submitting statements per TEU are required to enclose the list of items to be loaded and unloaded, and the number of TEUs specified must match the number stated on this list.
If a container ship loads or unloads a large number of containers, the customer can choose to simply purchase a slip for weeklong stays.

Benefits / effects of TEU tariff

In introducing the TEU tariff, Port of Amsterdam intends to promote the transport of containers via inland waterways, anticipating the following effects:

  • Reduction in the turnover time for containers on the terminals in Amsterdam, resulting in improved services to recipients of the cargo in the hinterland;

  • Increasing the number of containers to be transported back and forth by inland waterway;

  • Improving options for combining cargo and cooperation between terminals;

  • Reduction in the transport of containers by truck; this results, in turn, in a reduction in carbon emissions and the amount of road transport.
